Born in 1985 in Watford, England, Declan studied guitar from the age of 10 at Watford College of Music with Lee Sollory. He gained much solo and ensemble performance experience from an early age, performing in recitals at the Royal Festival Hall in London with the South West Herts Senior Guitar Ensemble, and participating in a long list of solo guitar platforms at Watford College of Music, including the performance of a concerto written for him by his tutor Lee.

While studying at Watford College of Music, Declan won first place in the guitar category in the Watford Festival many years running, and his contribution towards the college landed him with the Senior Guitar Award 2004 shortly before accepting a place on the Tonmeister course at the University of Surrey. While at University Declan studied guitar under Steve Goss and Richard Wright, and involved himself largely in classical recording, taking a year out to work for the London-based classical recording service 'Floating Earth'. His experience in the classical recording industry helped him to win the AMS/Neve Prize for Most Natural Sounding Recording in 2008, awarded to him by the University of Surrey.

Since graduating in the summer of 2008, Declan has been teaching classical guitar at various schools around North and South West Surrey, has regularly performed in and around London, and has recently accepted a place at the Royal College of Music, London, to study a Masters programme in performance, due to commence in September 2010.
